Biotechnology is reshaping our world and leading to clashes between both the regulatory and value systems of both Europe and the United States. It also creates the prospect of trade wars and affects the competitive position of the two economic powers in the world economy.

David L. Aaron is former Undersecretary of Commerce for International Trade where he was the architect of the "Safe Harbor" privacy accord which he negotiated with the European Union to protect U.S. firms engaged in the exchange of personal data with Europe. Mr. Aaron currently is a Senior International Advisor at Dorsey and Whitney LLP in Washington, D.C., advising both the firm and its clients on a wide range of global issues. Mr. Aaron has held numerous distinguished positions, including U.S. Ambassador to the Organization for Economic Cooperation and Development (OECD) and former Deputy National Security Advisor. He also has had extensive experience in the private sector as an investment banker at Oppenheimer and company. His background equips him with a thorough knowledge of specific international privacy laws and regulations and how they affect domestic and foreign business endeavors.

The WAGE Transatlantic Relations Project is cosponsored by WAGE, the European Union Center, CIBER, the Institute for Legal Studies, the Institute for Environmental Studies, the International Practice Section of the Wisconsin State Bar,
and the University of Wisconsin Law School.
